FMCS is a scheme in which a BIS license is given to a foreign supplier in compliance with the BIS Act, 1986 and Regulations 3 and 4 of the BIS Regulations, 1987.

Who can avail this scheme?

Manufacturers with a factory location outside India can apply under FMCS. We shall: ensure the compliance of their product(s) with the applicable Indian Standard Specifications. Shall have all the machines / facilities at their factory premises. All arrangements / equipment shall be made in their factory premises for checking the product(s) as per applicable IS. Have qualified research staff in their laboratory to test the product(s) as per relevant ISS. The Scheme of Testing & Inspection (STI), Labeling Fee and Terms & Conditions of License must be approved.

Timeline of the Process (FMCS)

The timeline for approval of an application takes approximately 4-5 months from the date of submission of the said application. It is to be noted that a separate application is to be submitted for each product and for each manufacturing unit.
