INTRODUCTION: PRGI Registration in India: Process, Compliance & Legal Guide 2026

The Press Registrar General of India (PRGI), before it was known as Registrar of Newspaper for India (RNI), which regulates the registration of newspapers, magazines, journals, and other periodicals in India under Press and Registration of Periodicals Act, 2023. This Regulatory body helps to maintain transparency, accountability and order across entire print media sector. For any publication to start their printing legally they need to receive PRGI registration.

RESPONSIBILITIES OF PRGI:

Registration: Granting publication certificate to Newspapers and other Periodicals.

Monitoring: Keep records of Ownership, Titles, Circulation and Location.

Control: Blocking unauthorized or duplicate Titles.

Legal Action: Taking action against fake, non-compliant, and unregistered publications.

PRGI REGISTRATION PROCESS:

CREATE OWNER’S PROFILE:

The owner/applicant need to create an account on PRGI Press Sewa Portal. To create this account some documents which were needed such as Aadhar, PAN, Mobile no., Mail, Address proof and passport size photograph. If it was a company then Certificate of Incorporation, CIN, Board Resolution, Authorized Signatory details.

APPLY FOR TITLE VERIFICATION:

For the verification of title, the owner/applicant need to apply the Title in the online portal. Owner has to make sure that title is unique and not similar to others. The PRGI will take Times New Roman" processing time which may be from 30-60 days. After approval, a Title verification certificate will be issued.

AUTHENTICATION BEFORE THE MAGISTRATE:

Magistrate basically verifies the details of Publisher, Printer, Printing press details and Ownership details. The authority verifies the declaration and identity of the applicant. Also, applicant need to submit Form-l declaration form before the magistrate.

PRINTER AND PUBLISHER REGISTRATION:

Both printer and publisher should create separate profiles and also for the Printing press. The details like Printing press address, Publisher authorization, Printing machine details and sometimes they have to provide printing agreements.

ONLINE FORM SUBMISSION:

After the declaration, all the documents need to submitted through the online portal. The documents required for PRGI registration were:

  4. Proof of Printing facility

  5. Ownership Declaration

  6. Office Address Proof

  7. Specimen Copy

Prgi Registration Certificate:

After the final review of application, declaration and documents, if everything is in order then PRGI will issues a Registration Certificate. This process ensures that each publication is linked to the real owner and a verified printer. Also, PRGI will issue the Registration number along with the certificate. After the Registration, the publication must be start within 12 months. If not, then the license can be suspended or get cancelled by the PRGI.

Annual Compliance Reqirements By Prgi:

Annual Statement Filing:

This is the most important Annual Compliance, usually done on or before 31st of May every year for the previous financial year. It can be filed through the Press Sewa Portal. Every registered publisher will the annual report with the details of Circulation, No. of copies printed, Ownership details, Periodicity, Publication changes and Language.

INTIMATION OF CHANGES: PRGI must be informed if there is any major change has been happened like Change in Ownership, Printer, Publisher, Printing press, Periodicity, Office Address, Language, Publication city. In these situations, fresh approval from PRGI is needed. If any Newspaper/Journal stops the Publication then PRGI should be informed formally. Failure of doing these will cause future compliance issues.

ETHICAL CONDUCT AND DISPLAY CERTIFICATE:

The Publisher must follow journalistic ethics and avoid false or misleading content. The Registration Certificate must be displayed in the main office of the publication.

CONSEQUENCES OF NON-COMPLIANCE:

Publishing without Registration: Legal ban on Publication, Seizure of Printed Copies.

False Information during Registration: Cancellation of Registration and Possible Criminal Charges.

Not Filing Annual Statement: Monetary Penalty and Suspension of Registration.

Misuse of Title: Title Cancellation and bar on Future Applications.

Non-Disclosure of Ownership: Revocation of certificate and Investigation.
