The Four Categories of Plastic Packaging
The Plastic Waste Management Rules classify plastic packaging into four categories that are used by producers, importers and brand owners. The first real step is to know where your product sits:
- Category I - rigid plastic packaging
- Category II - flexible plastic packaging, single layer or multilayer, used to package one type of product
- Category III – multi-layered packaging consisting of plastic and a non-plastic layer (such as paper or foil)

Who Has to Register
Producers, importers and brand owners (PIBOs) and plastic waste processors, including recyclers, co-processors and waste-to-energy units, will have to register for EPR through the Central Pollution Control Board’s dedicated portal. And that’s true whether the plastic packaging is made in the U.S. or imported.
Pre-Requisites To Apply
Before the application goes in, there are some things to get sorted:
- Correct category wise data on plastic packaging launched in the market during last one year
- Agreements or arrangements with registered plastic waste processors to meet recycling and end-of-life targets
- A realistic annual action plan demonstrating how the collection, recycling and disposal targets will be progressively met
- Clarification on turnover-based exemptions, as some micro-scale producers are outside the mandatory
Required Documents
Standard documentation includes the company’s incorporation certificate, PAN and GST registration, details of the brand and product, category-wise quantities of plastic packaging used or imported, sales data for previous years, agreements with recyclers or urban local bodies for processing of waste and a board resolution naming the authorized signatory for the application.
The Registration Process
The process is entirely online through the CPCB EPR portal. The applicant fills in the packaging details category-wise, uploads the required documents and submits a target fulfillment plan. The application is reviewed by CPCB and EPR registration certificate is issued after satisfaction. But that’s just the beginning. Registered entities must file annual returns, meet ever-increasing recycling targets and keep records of EPR credit certificates earned from processors.
